Located just outside Rome’s ancient city walls, along the Tiber River, sits a long-abandoned papal arsenal. This 16th century site is walled off from surrounding streets and inaccessible from the riverfront below. ‘Over. Under.’ seeks to activate the site with new museum programme and a comprehensive masterplan, allowing the arsenal to serve as a civic threshold between the city elevation and the long-disconnected riverfront below.
A series of steps leads from the site down towards the river. Overhead, a museum sits on four travertine pilasters, framing the site and creating a courtyard condition, inviting citizens to traverse under it; reconnecting with a river long neglected.
